sir, after pressing the power button the volt does not fully down to 0V neither on power-button itself nor on the SIO concerned pin, e.g its decrease to only like 2V, or 1.5 or even 1 etc, what could be the logic ..,regards.

A miltimeter may not be able to catch the debounce on power switch . Use oscilloscope to be sure. I think if dmm is showing going down to 1.5 or1V, its working.
