UPDATE:
I reprogrammed original bios ut2 and uh5 and a clean me bios laptop turns on works ok but turns off after 15 or 30 secs in error log there is a message
Undefined error occured 0x03808394
Google the error message,it seems to be a common problem. "Undefined error occured 0x03808394"
It seems related to USB-C power delivery. There`s another dell model, can`t remember which one,it had motherboards replaced due to USB-C, the temporary fix was updating the firmware which didn`t last long.

You're welcome, just as a hint - you can try Peste's dump first because it's a clean ME one, the one I posted is with the dirty ME firmware because for the needs of Black0hackers there's no need to be cleaned (so to speak it's actually better not to be in that case, but must be in yours). So if you want I can additionally clean the ME for you, but as I said Peste's dump will be just fine.

Don't know if you got sorted or not.
I dumped the BIOS and EC from a brand new XPS-9530 board from Dell.
There were 3 chips on the board which I dumped. All 3 are in the dump.
As this is a factory bios. You will be prompted to enter your service tag on first power on
