Funny it didn't look bulged in first pictures. Now you have a board that you could compare voltages on. Suspect maybe bad processor or firmware.

So you don't think this cap has anything to do with it? The TV is buttoned up, and I did all the comparisons I could.. nothing obvious.

I would of swapped the cap from the replacement board to the faulty board as a quick test, these type of capacitors we see a lot failing on psu s on various samsung threads

in hindsight, that would have been the smart thing to do. As noted earlier, I didn't see the issue with the board in earlier pictures. Given the cost of this cap, I'll go ahead and order it and report back.
