    I did it but same behavior occurs, probably something else is broken too.
    I reprogram both bios chips but no luck.
    What do you think?

      Where was the shorted cap? Does it have any reference that we can use to locate it in schematic? If not, provide a picture.

      Previously you removed the CPU, it could be that dust got on the contacts. Remove the CPU and give it a good blow with compressed air. Also check if there is no broken/bent pins on the CPU itself.

      Sometimes motherboards are picky and wont post without a good CMOS battery. Check yours if present or put a known good one and try again.

      As for your BIOS, try cleaning the ME region. If you don't know how, post your original dump in the BIOS section and someone will help you.

        The cap is in bottom of the motherboard (check marked area in attachment)
        I think the cap is 0.01uF, not sure though.
        I tried another CPU, no luck.
        I tried 2 bios upload in forum and are guaranteed working but i was not lucky either in this case.

        What do you think about the cap?

          Measure voltage on all the coils and report back. Check if the power button is triggering properly by measuring voltage on it. It should be 3.3V unpressed, goes to 0V when pressed then back to 3.3V when released.

            Just noticed the PL301 is broken and missing from MB.
            Perhaps that's the problem or not critical component?

                Physically broken, no idea how and when.
                No voltage on either pins.
                Switch has 3V and 0v when i pressed it but the MB remains on.
                What a mess.

                      All of them but deal with the broken PL301 first. Check if PU300 is being told to turn on also, measure voltage on pin 5.

                        PU300 has 3.3v on pin 5.
                        I'll replace the broken PL301 with one from the donor mb.

                            Yes with PL301 the switch worked properly again, switch on and off.
                            I'll try it with screen to make sure everything works good and report back.

                                  I too had same problem, main line short ,
                                  Found capacitor was short,
                                  After that board turned on and took long time for Dell logo to come. And didn't boot windows
                                  While testing ,it down again
                                  now no more display at all and board turns Off ,
                                  Stays on only 10 seconds.
                                  All colis have power fine ,CPU & PCH heating normal.
                                  What is causing problems.

                                    After that board turned on and took long time for Dell logo to come.
                                    Likely to be a BIOS issue. Try to clean ME of your Bios, or try a known good bios dump.

                                      It looks indeed like BIOS error, download CLEAN ME bios and flash it. Worked for me.
