in the IC Charger BQ738H, in pin Nº16 I get 0V, without battery or with it, is this possible or what could be wrong?

Hi. Yes, it is possible.
1) Post or link the schematic / boardview file for this logic board if available on this forum.
2) Are you using the recommended power adapter and is suitable for this logic board ?
3) Start with the DC in power connector -> confirm the voltage of the adapter is reaching this entry to the logic board. What is the voltage ?
4) Next to the connector should be the usual 2 x DCin mosfets. Carefully measure and post the voltage on each pin of the mosfets (Source; Gate; Drain).
5) We can study other partial schematics to understand how your logic board may have been designed for the BQ24738 charger IC. Most are clones from the TI datasheets.
Pin # 6 of the charger = REGN LDO and should be ~6 volts.
If it is not, confirm that the adapter voltage is available to this IC. It is very possible that this charger IC is defective.
Available from Aliexpress or a donor board. However, the 2 x DCin mosfets need to be reviewed as well before you go shopping for replacement parts.

The voltages on the DCin mosfets look to be ok, including the gate being about 6 volts higher than the source and ~25 volts to enable the N-channel mosfets.
However, the REGN LDO rail is not valid. It should not be this low and should be ~6 volts (always). Can you measure this rail again ?
Remove all power -> meter on the lowest resistance scale.
One meter lead on pin # 16 (REGN); other meter lead to ground.
What is the resistance value to ground value ?
Still with no power, confirm the operation of the same 2 x DCin mosfets by checking their resistance values. If you see '1' or 'OL' on the meter -> switch to a higher resistance scale.
Measure the resistance of each of the 2 x dcin mosfets as follows:
Source (1-2-3) & drain (5-6-7-8)
Source (1-2-3) & gate (4)
Gate (4) & drain (5-6-7-8)
Post each measurement and the meter scale used.
Repeat for the next mosfet.

I'll tell you what I've reviewed so far.
When I connect the power supply, current arrives at 5v and 3v, but the 3v after about 2 seconds stays at 0v.
The consumption indicated by the source is about 30mah and after about two seconds there is no more consumption.
bios 3V arrive and disappear after 2 seconds.
In the KBC no current arrives at pin vcc nº11.
3v arrives at the power button and when I connect it stays at 0V.

These are good voltage readings.
Measure the voltages on each of the DCIN mosfets and post their values.
source (1-2-3) & drain (5-6-7-8)
source & gate(4)
gate & drain
Gate on each of the mosfets should be ~ACDRV value that is created by the charger IC.
Interested to know if the mosfets are passing the adapter voltage onto the logic board.
After the board shuts off, do you continue to see the same voltages on the charger IC from your last post ?

Post the voltages on the 2nd mosfet. Gate voltage is great for both DCIN mosfets to enable each.
19v67 = DCIN adapter voltage.
Output of this mosfet is 6v05 ??
What is the voltage seen by the logic board with the adapter (only) - remove the battery for now.

All of them are made without any connected hardware (battery, hard drive, etc...). Just the motherboard.
The two input mosfets measure with the power supply at 19.60V:
source (1-2-3) & drain (5-6-7-8) : 19,67v
source & gate(4) : 25,53v
gate & drain : 6,05v
The last two measurements I understand is to measure the voltage between source-gate and drain-gate.
In the first measurements of voltages in the mosfets, I imagine that I had the source at 18.80v by mistake.

Meter in DC volts scale (20v or higher is ok).
Red meter probe to source pins (1-2-3) ; pick one
Black meter probe to ground (shield ground is ok)
Then review the voltage on this pin.
Repeat for the DRAIN pins (5-6-7-8).
Repeat for the GATE pin (4).
For each case, black meter probe to ground.
Then the same check for the next mosfet.
