Default Pioneer PDP-434PU, no picture or sound

Hi All

This is a fourth gen Pioneer unit similar to the PDP504.

I've downloaded the manual but I'm having a hard time deciphering the "code"

When I press the power switch the red 'standyby' LED comes on then goes off then the green 'on' LED comes on then goes off then back to the red. It just keeps alternating between the two of them,

How would you read that? Does the Standby red LED always come on first followed by the green blink code - meaning this is a "one blink Shutdown"?

One blink shutdown seems to be related to "Communication failure of the panel-drive IC"

When I measure voltages at the Digital Video Display board I get the 3.3VSB and nothing else.

When I measure on the power supply I get 2.42 on AC Det and 3.3VSB
