I had a close call there , and it could affect other function generators as well.
My first choice in quality Japanese electrolytics is Nippon Chemi-Con, which has been in business since 1931... the quality of electronics is dependent on the quality of the electrolytics.

That was 12 volts power-on and 17 volts power-off.
Don't buy those $10 PSU "specials". They fail, and they have taken whole computers with them.
My computer doubles as a space heater.

I believe this happen in lots of generators unless it has output relay that drops out when unit is powered off kind of like audio amplifier with speaker protection relays.
The output amplifier just putout pulses when power is removed.
