Well decided to disassemble and as suspected the contact between A9 and A12 were welded shut, separated the connection, cleaned contacts and re-assembled. All good now!
The contact was the very last contact to be accessed so a full disassembly was required.

No amount of tapping would have freed it in this case but had already tried that, thanks

not surprised, it really should have had a snubber across the contacts to prevent arcing
