15V is produced by Y-SUS, so follow the traces on that 15V pin and see where it leads.
Never power up a plasma with loosened or missing screws on any sustain boards.

Now I have 15v but fluctuating to 16v and 15v and a metallic sound like tin, tin tin. All other voltages fluctuating a little bit but in range.

Further inspection on y-sus is required, test every IGBT and gate drivers for shorts, big resistors (those green ones) cannot be open.
The inductors on Z and Y buzz when working, but it's at a low frequency.

If memory serves correct the 15V on LG plasmas is almost always close to 17V, so 17.8 is a small offset from the norm, no need to worry if nothing is overheating and the picture is fine. Is D603 at Y-SUS?
