The 116 pin (KBC) was tested and there are (3.3) volts

Hadn't noticed this message. The SUSP# is supposed to be generated from KBC when u press power button (turn on stage). If its there even at sleep or shutoff stages then your problem might be somewhere else. may be at KBC itself. By the way, whats the problem with laptop.

Re: Dell Inspiron 3521 not (+3VS) and (+5VS)

      Thank you my dear
The problem is the lack of fan rotation, only the glowing hand light, there is no pull of the current, there is only heat on the PCH.
      There are no voltages 1.5
I had missed in (KBC) not volts at 116
      What is Coz?

QZ2 and the rest of the same problem have been replaced. It does not exist for voltages

Did you succeed this case ? I am having same issue But i don't have any voltages on KBC pin 116 ( Susp) and i have 1.186v at (QZ7) +3VS and have 0.709V at ( QZ1 ) +5VS line

Are you getting lower then the rated voltage on QZ1?? I mean instead of 5v is it showing say 1.5 or 2v?? Same story on QZ7??

Replace QZ8 nad not QZ2. Vs voltage will be ok. Confirm after trying.

                        PS:QZ8 and QZ9 is same.

I just removed PU400. waited for 30 minutes power on the motherboard, The fan spinning +3VS and +5VS also coming. But it beeps 7 times. i think that SY8033 i got from another scrap board also faulty. at this moment i try to switch off by long press of power switch. It won't start fan again. if i leave it for 30 minutes again it works fan. So I guess PU400 need to replaced by a new one.

Sorry but I'm mixing up myself, SUS# is generated by EC at startup. But It's active low , does this mean it has to be logic 0v at startup or 3volts. It's got # to the side meaning it's low. Then on schematic there's SUSP which should be logic high around 3.3volts where is it genrated?

SUSP should be low and SUSP# should be high at 3.3V.
SUSP is very likely generated from SUSp# thru QZ8
