Do 1999 brand-new-nerver-used quality caps get old?

Greetings from Argentina, I have 5 BRAND NEW never used Asus p2b-f mobos, they have Sanyo 1500uf quality caps. I needed quality caps and de-capped 2 mobos, but ive found that most of the caps behave weird, few capacitance, short circuited.
Would Have been being the motionless electrolytic fluid for 11 years ruined the caps?

Have anyone had any similar experience?

Strange. Did you measure ESR? Maybe somehow they dried out because of conditions or desoldering. I just pulled a bunch of SHIIIIITTTYY luxon 1000uf/10v caps that still have low esr and not shorted. Board was socket 7.

thats very odd, I have similar old caps in an old psu and on a few old mobos... I have a dual pIII AMI EATX board that has old sanyo caps on it... works fine.

i would have thought the opposite, due to heat and whatnot.

Maybe they need reforming if they have never been used and sat for that long.

I would have just bought new caps and sold the boards (if they are new in the box) to cover it.

probably ok.reform on power up at the worst.
higher voltage caps like i use in plate supply for big amplifiers i reform.
i have bought nos boards older than that and simply fired them up without issues.crapcaps got replaced after i made sure it ran.

I think that is what happened. Those mobos were never powered on. Right now some of them are beginning to work o.k, after put some voltage on them for about 1 hour, i'm getting 1500uf and fast charge discharge rate with my capscheck
