    SMC7008VBR possible bandwidth management?

I have this quite old broadband router (it is SMC7008ABR, not VBR actually) with 10Base-T on WAN. I do'n have it plugged for some time now, but when I did, I noticed strange thing.

The fact is, when connected to Catalyst 2950, I have been able to reach arround 2,3-2,4 MB/s average speed to one way (either uplink or downlink). This was really average, sustained during even several tens of minutes or hours (files tens of GBs big over FTP).

Actual speed reading from Everest showed speed oscillating arround the 2,3-2,4 MB/s. Even the whole transfer time suggests the speed really was there (otherwise I would noticed transfering it for example hour instead of half an hour).

Thas was happening for several months. So I expect the router actually has some kind of bandwidth management. If so, any idea which this may be?
