a serial terminal,

For some reason it can not see the detect the device on com port 3

I do not have serial port on any of my computers i am using a serial port adapter to usb

that should work as long as it has hardware handshaking, not just tx&rx - i suspect your cable may be wrong.
is it a modem cable or a serial extension?
it may have tx and rx (pins 2 & 3) the wrong way around among others.

What AT command would i input in hyperterminal to either qweary the modem or determine the timeout settings for carrier and inactivity?

Just need figure out how to do this keep getting response ok but no setting

first use the terminal program i linked.
second, ati = information if i remember right.

read the pdf on at commands.
once you change them how you want, you have to save the settings with something like at&0 or something.
not done this shit for over a decade, but it's coming back slowly!
ath to hang-up the line,
atdt[fone-number] to lift the hook and dial (tone-dial)
atdp for pulse-dialing.

I unzipped the file file it was a php file i was able to view it but how to i install that program

I downloaded the terminal that was linked but when I open it all it brings up is a bunch of code. Is there a specific way I am supposed to open it up?

It is a windows/dos executable file. You must Run it not View it.
