Is the NPCD315HA0DX (or NPCD315HA0DX_A3 revision specifically) programmable?

It has its own private EEPROM (HP Spitfire Rev A. board), and it runs HP SureStart. I want to remove that so I can flash coreboot without SureStart constantly replacing it.

It has an external EC SPI rom ,page 28 in the schematic , U2803

I was wonderding, as I'm new to this matter, if the Super I/O SMSC KBC1126-NU has been flagged as "non programmable", because the programming tools available as of now aren't able to program it or because it lacks of the programming memory by design.
After reading the post I quoted I then looked at the schematic "HP ProBook 4540s S-Series Richie 13.3 UMA_DIS Muxless schematics.pdf" of the motherboard and found an external 8MB SPI flash connected to the Super I/O.
I then make the deduction that in this case, same as the quoted case, the replacement of the KBC1126 IC doesn't require a programming task as the programming data are stored externally to the KBC1126 IC.

Please correct me if I'wrong.
