      However, let me guess. This is a resistor. Value of it you can find out by measuring resistance of it's brother or sister sitting next to it. I might be wrong, it could be a diod, in which case you'd confirm it in diode mode. Yet again I could be wrong, and it could be a cap, in which case you'd measure it's capacitance.

      So that we don't guess, you gotta do google search, model of your motherboard, and then followed by boardview.

      For example, if mobo is MOBO222333. Then you search google for MOBO222333 boardview. Get the boardview file, and post it here for future reference.

        it's a laptop HP Zbook Studio G5, There's no schematic or boardview to download.

        one side 19v and the other side is GND

              The component is likely a TVS diode for protection.

                Capacitor that type should not be on 19V line so it is likely protection diode. As it is on 19V line, it is not needed.

                    Does the machine turn on?

                    Most likely a TVS diode like others said, nothing critical. Leave it as-is, or put a suitable replacement for inner peace. BTW mainboard is DA0XW1MBAI0 for which sure enough I didn't find any schematic/boardview.
