    Now we progress

Measure those same pins as earlier, then we can see if U6000 works.

Ok. I expect you changed R6016.

        When U6000 PIN3 is 18.9V measure U6000 PIN 4,9,10.

        When U6000 PIN3 is 4.5V measure R6016 PIN 1,2 and D6005 PIN 1,3.

I noticed that when i remove r6016 sometime resistance is 2kohm and sometime is 18-19 kohm maybe this is why is tha pin3 simetime 19V and sometime 4.5V

            Is that R6016 resistance?

You should change R6016, it is low resistance resistor which lower spike when AC Plug is inserted.

i change the R016 but it is 4.5V on U6000 PIN3, PIN1 and PIN2 are 0V. I try plug in the battery and it is the same.

              D6005 PIN 1,3 are 19V

                i managed to get PIN3 18.8V, but PIN4,9,10 are 0V. I think that U6000 is bad.

You can try remove U6000 and measure pad PIN:3,19.

If there is no problems with pad PIN3 = 19 voltages U6000 is most propably reason.

You can also remove and measure C6023 capasitor.

U6000 should have roughly this kind voltages.

                  PIN3 = 19V, PIN4 = 5V, PIN19 = 6V, PIN10 = 0V

                    i removed U6000

                    pad PIN 3 is 19.25V
                    pad PIN 19 is 1V

the C6023 is ok it is 1uF

This looks quite clear U6000 is problem.

well i got one interesting , its a RMA , it will light up the stanby led ( i have 3.3 and 5 volts ok , and major points of 19 v core is in correct places. once i turn on , it light up stanby led , plus ON led , and hdd led then shut off all leds , and turn on stanby led , doing this all time i try to turn on . first time system charger was damaged , we replaced it aand all was good . now making some measurement i notice that the 3,3 and 5 volts line simply drop to 0 then stay normal values again , cheked directly on 51125 , and EN 1 and EN 2 happen the same , also VBST pins 9 volts for 5 volts line and VBST 7.8 volts for 3.3 line. VBST must be that high ??
there is something cutting out the power of the step controler . or by order of KBC or by protection due to overload current maybe , first time i grab this anormality
                          any taughts?

btw on datasheet for 51125 VBST are input and max of 6 volts .. hum seeems a bad regulator, but with another one , doing the same . so excluding a regulator fault. meanwhile i only notice a slight variation on the Vin of the regulator frmo 19 volts to 18 so this is afecting the motherboard , will try with my lab supply unfortunetly give a max of 15.8 volts but 5 amp , will try with it and see if at least shows me a big consumption moment
