    Panasonic TH-L42U5K standby voltage help

The TV wont turn on and when power is plugged in, the LED will turn from Green to Red and then one Green blink before repeating (Green to Red and one Green blink).

    Any pointers is much appreciated.

I also need help to identify which pin is the standby voltage. I only get the 5V for the 2 pins in the attached picture.

The voltages on the various pins are as follows

        Pin 16 - Fluctuates between 2.25V to 0.14V
        Pin 12 - Fluctuates between 3.3V to 0V
        Pin 11 and 10 - 4.7V
        Pin 9, 8, 4 and 3 - 0V

        Appreciate your help/pointers

A test, UNHOOK cable from powerboard to mainboard on mainboard side, use three 1k ohm resistors and jumper from pins 10 and or 11 to pins 12, 14 and 15, one easy way is trace the wires back to the end you unhooked and jumper thru that connector end, plug power cord in, see if backlights come on and stay on and recheck those voltages, see if they are all there and steady.
