Gigabyte Q570M D3H No Power/Not switch on

Hi i have a gigabyte Q570M D3H 11th gen board it doesn't not want to turn on, I have standby power 5v(USB flash drive light turns on) and 3.3 is present on the bios pin, i also try shorting the main power 24 port (Green and black cables while it was plug onto the board) the board cpu fan came on but no not try feeling the cpu if it would get hot but wasn't was just cold ---has anyone ran into this issue or can help me with mine

i don't try to flash bios as i could find bios dump

I've tried to flash bios but no lucky still remain the same doesn't start on power button all power rails present but i did notice that when i force start the motherboard it doesn't have power on the ic around the CPU and the CPU doesn't get warm or hot and the only thing that gets warm is the south bridge chip(bottom right below ram)

Your problem lies in the starting circuit...from start button to IO to pch...
