Vref very high on uP9512, any obvious cause?

I am currently working my way through fixing a Gigabyte Gaming OC RTX 3080.

I managed to get the 1.8V rail working again but the controller for MSVDD does not seem to be working. It is getting and enable signal and 5V but not giving me PGOOD.

I could be mistaken but Vref seems to be reading 4.5V when my understanding is that it should be around 2V. Has anyone seen this sort of symptom before and managed to work out whether it is a resistor / cap somewhere that is broken?

Vref of 4.5 seems fine. Checking PGOOD not low due to overcurrent / short.

Nope, Vref should always be about 2V. Replaced controller and still at 4.5V. Seems unlikely new controller is also broken
