    Anatek Blue Ring Tester Problem

    Greetings BadCappers:

    --I just bought an assembled blue ring tester from a friend, I have one but I lent it to another friend, who is out of state right now. When you turn the unit on the bottom Red LED flashes once and goes out. At start up, one or two of the LEDs are supposed to be flickering. The unit appears to be correctly assembled. My question is about the CD4069UBE Hex Inv. IC. I took the Pin Out Voltages, On and Off, using a Fluke 87V, and got the results posted in the picture below. I have no experience with hex inverters, but I think this one is blown. I have also included the Data Sheet for the 4069. Please advise.

    An inverter simply produces an inverted copy of the input on the output/.
    Hex indicates six channels on one chip.

    1: 1.54V, 2: 9.02V (looks OK*)
    3: 0.01V, 4: 9.03V (looks OK)
    5: 0.01V, 6: 9.04V (looks OK)
    9: 9.04V, 8: 0.01V (looks OK)
    11: 0.01V, 10: 9.04V (looks OK)
    13: 7.58V, 12: 1.82V (looks OK**)

    *Input <2V may be interpreted as 0V.
    **Input may be fluctuating.
