TOSHIBA M900 PSU9PL A3 CLP UMA,
P/N 08N1-00CH4Q00
This Board starts fine , No display . unable to find Schematics,
All coils showing power fine ,Board don't turn OFF after long pressing of power switch. where to start from.

Start with flashing your BIOS. Try to clean the original one or search for a known good working BIOS for your board.

If you are not sure how to clean, make a request in the BIOS section and attach your original dump.
