    rio volt portable mp3 cd player.What type of caps are these?

    Hello
    this is a rio volt portable mp3 cd player main board
    accidentally its 120ac power adapter was used with 220ac
    the unit worked for few seconds and then off and never worked again
    it normally takes 3volts batts or 4.5dc from the adapter socket

    in the picture I believe this is the main power IC (4 channels)
    it is the only area in the board that barely gets warm after few minutes
    drawing 0.4 watts in total continuously

    i did checked all the caps on the board including these caps around the IC
    nothing is shorted
    but I have never seen these caps before, they have a plastic enclosure

    i have a few questions here
    1. are these electrolytic caps?
    2. with the problem description, how usually these fail? short, low capacitance or high esr?
    3. what does 1c means?
    4. is it ok to replace with higher cap values or not?
    5. do you think the problem is the power IC or the caps around it

    those are tiny electrolytics inside plastic frames to make them square.
    they usually leak on the board!
