Turbox D15D Pegatron D15D Rev 2.1 power on no video.

Hello friends, i have this motherboard it turns on without video, so the measurements is :

i have voltage in basic coils 5v,3v,ram 1.35,cpu 1.67,1.0v. cpu is cold and i have 0.1530 stable consumption.

It8528E :
1. PM_RSMRST 3v.
2. KBC_PWRBTN 3V to 0v to 3V.
3. PM_PWRBTN 3V it doesnt go to 0v when i press button.
4. VSUS_ON 3v.
5. SUSC_EC# 3v.
6. SUSB_EC# 3v.
7. CPU_VRON 3v.
8. PM_SUSC# 0v. instantly rises to 2.2v (1sec) and drops to 0 when i plug in the charger.
9. PM_SUSB# 0v. instantly rises to 1.2v (1 sec) and drops to 0 when i plug in the charger.

it seems that there is a pch problem but im not sure, any idea?

i also flashed 3 different dumps to ec and bios and still the same.
