I am thinking of buying this meter since it has scope on it to help me fix tvs. I was wondering if this would be good for repairing tvs and how much would be the most I should pay for a used one in good condition. Any input would help. Thanks

One scope meter with out warranty it is a risky move.
I have see many on eBay " sold as is " or untested, which is the same trap.
Most such units they are sold because their repair from Fluke as out of warranty items costs usually the price of the item as to was new.
If you find a used one in good condition and the owner of it accepts to transfer to you and the warranty rights ( yes they are transferable), then get it.
The Fluke life time warranty become lately a seven years plan, I would expect that a pricing of 800-1000$ sounds reasonable for a used one plus warranty.
