Is there a way to use the power board of lcdtv to create a 5 and 12vdc rail bypassing the main board's on/off do I jumper PS/on to hot or ground?

Without knowing from what TV this power supply board came, how could we possibly know what possibilities exist? And - For what you want to use this power supply? There could be better options.Useful conversions. I don't "speak" imperial. Please use metric, if you want to address me.
