the chip has completely blown and i am unable to see the number on the chip. any idea what chip this is?

I don't think the whole top is blown off the 16 pin SOIC. Clean it with 99% alcohol and put it under a microscope and take a picture of it. Even partial numbers or manufacturers logo would help.
Upload some straight shot, high resolutions pictures of your board top and bottom side. Maybe somebody can trace things out…

what does it say where that IC was? Something like 2012xxxxxxx can't read the rest.
that picture from the IC… while there is not much info about it to get, there is a manufacturer logo. Have to figure out who that is.
