Help Microsoft Surface Laptop 3 flashing logo

Hi everyone, as the title suggests, I'm asking for help for useful advice for the Surface laptop 3 1867, when I turn on the logo appears for 3 seconds and then it turns off, it's not a battery problem, because I tested it with another one that works and the charger doesn't work well either, I'm afraid it's a bios problem or even some ram module not working.
Can you tell me what test I can run? I also have basic equipment for desoldering and soldering smd components.
    Thanks all in advance

    1. Which device designation does the device have?
    2. What is the designation and revision of the mainboard

your error description probably points to a short circuit
BUT WITHOUT PRECISE INFO, ALL IS JUST SPECULATION

Thank you very much for your interest, I apologize because it was up to me to introduce myself first, the motherboard in question is M1098028-008, I hope you can help me, I too was afraid of a short on the card, but I read that the bios is also defective, it does not start the machine and flashes the logo
