Ok I got the bios chip from another board and replaced it but problem is still the same,
I don't think the bios is the issue, any more suggestion?

Check the switch. Do you get 3.3v there? Does it goes to 0v when switch is pressed?

                  it won`t work.
but 99% that the codes from the motherboards are not the same.
same cpu? same board? same configuration?

Yea I get 3.3v at the switch, but the problem i see now is that the power led is giving 5.0v at each side but i think the other side must be 0v before the power light comes on.

From the schematic I found that pq2 produces the power led, but I noticed that I get power led when I short pin2 of pq2 to ground.

Try to reflash your bios first.

Just get a programmer its a must tool in the shop.
You won't be sorry because it will help you a lot in so many cases.
                            Even in password lock.

I am in Africa and those things can not be easily bought here. I will really like if I can get any other solution for this, I have 3 of the boards now and they are all having the same problem

for new generation bios chips, i mean 8 pin sop package you can use really simple methods like using paralel or serial port. google it.
