So back on my first post I had a water damaged Dell XPS 7590 which I was able to repair:

Which leans me into a new problem I wanted to start a new thread with.
This machine now has issues powering or taking power (usb-c/lightning) via its USB ports.
Symptoms: When a dock is attached, it tends to short out devices attached and does not function, when using a USB A port elsewhere on the laptop, they notify windows of a surge and tend to power cycle the attached device.
If I use a charger on the laptop and plug the dock in, it works for the most part except the laptop gets a bit angry and runs hot near the charging circuit. If I unplug the adapter AFTER plugging in the dock, it will continue to run for quite some time while charging off of the dock as well, very strange. I did use a voltage reader and noticed that the dock pulls down to about 18.7v when pushing about 4a to the laptop on its own.
The unit had liquid damage that was cleaned by myself and some components were reflowed and re-seated:
