I think the EC chip (Embedded Controller,MEC1653) may have a soldering defect.
Place the motherboard steadily,and try heating the EC chip with a heat gun to 230°C for 1 minute.Then let it cool down naturally.

Or you can also consider replacing the chip.Note that this chip has a built-in program. Please make sure that the spare part also has a program.
