A2179 Macbook Air turns ON and works normally with a battery but it is not charging

I have similar a similar issue. My A2179 Macbook Air turns ON and works normally with a battery but it is not charging. With the USC-C alone it takes 20V but only 100mA, PPBUS is 12.3Volts, and wont turn ON.

I replaced U7000 twice with the same result. not charging!

Whats should I check or replace?
