Samsung tab P5100 not starting

hello,
have this one and it not start.
have service manual and i measure that voltages on coils 700, 701 and 704 must be 1.2V+ and i have only 0.9V+.its voltages for core 1,2,3. dont know what can be doing this. any help how to get this to work is apriciated.

i measure that another voltages are bad so i think this ic is fried

i wish it vas that easy. he have only shorted capacitor in one of power rail.

but i dont have some voltages
VAP_IO_3.3V, VUSB_3.3V, VAP_IO_2.8V, VCX_IO_1.8V, VDD_IO_1.8V, VPP_1.8V.
and some od voltage cores is only 0.94 instead of 1,2V
