Hp 15-r015dx strange fault

when i press power switch the power LED comes on and after after 7 second it goes down in the mean time when i check the voltage so the RAM 1.35 voltage is missing but some time when i touch the processor heat sink or near area some the RAM voltage comes and circuit start OK but not deduct HDD or other booting device.
so what you experts are suggested about above two faults .

Thanks for your reply..the problem solved.
The fault was from 32KHz frequency XTAL which was damage.
