Acer travelmate 4750

I had this laptop acer travel mate 4750 board id:JE40 HR MB 10267-4 48.41QO1-O41 laptop came to me dead no power lights but voltage is there so i flashed the bios still the same no lights. but i notice when i test power button pin when i put the red probe between pin 5 and 6 orange light comes up and when i put red and black both on pin 5 and 6 blue lights comes up but fan not spinning. I have attached the image and the voltage on pins measured. please help for assistance on this thanks in advance

check voltage in PL4101 and PL4102.

thanks for the response Ive check PL4101 measured 1.98v and PL4102 3.92V

dcbatout is too low.it must be about19v.
we must separate all dcbatout line to finding problem.
first check voltage adapter without connecting.you can test with onother one
in page 100 you can see all line connect to dcbatout line.like as charger bq24745-rt8208b-up6183 and etc..maybe one line gone dcbatout to low.So we need check one by one dcbatout line connect to other ICs
