Dell Latitude E7240 not start, black screen!!

Dell E7240 not start.Battery charging works ok.When press start button fan start running after 10-20 seconds and I feel heat sink temp rising. No still boot, only black screen. No picture with outside HDMI monitor.

Trying also without RAM, then Dell self diagnostic D+Start button works OK for testing LCD panel and I can see colored test sequence. Extra SPA test with FN+Start button do nothing. This model is not possible to test without CPU.

Wlan LED starts after one or two seconds but Wlan switch do nothing. Battery LED works 100% OK, but HD LED blinks only one time when I stop running by pressing start button. Battery LED works OK.

I measured following test point voltages by Fluke 87 and LA-9431P shematic

Without battery laptop start itself when put AC connector IN.
Without AC-adaptor laptop start itself when connect battery IN.
With both source I have to start by start button.

I don't know how to test CPU and BIOS? I have also scope for signal line testing..

    PL102 should be 5V.
