Hp DV7-6151EF only turns ON every 30 atempts

Never see something like this.
Oncee i get it running it works perfectly, can reboot withou a problem.
Once i turn it Off, here the problem:
When i press the On Switch, there is no led or any reaction, when i have a battery inserted, and running only on battery, when i turn it of, the led near the power imput connector it stays ON (WIERD)
Model : Hp DV7-6151EF

Any Clues Guys ?

It makes the same wierd sympton on the owners house and on my local ?
Can you develop ?

If the laptop turns on after a number of pressing the power button, it may be due to static electricity.
it is just a possibility.

Check cmos battery check.
Try running the laptop with cmos battery out ?

Actual Cmos Battery is reading 3,02V, i have replaced with another reading 3,01 and Laptop is now turning On Normaly.
Very Wierd.
Anyway, thanks guys for your Tips.
