    HP EliteBook Folio 9470m and veird PowerOn problem

    Helo, my first post on this forum.

    I'm rather new in this "fixing" things stuff.
    So I have HP 9470m with really weird problem. When charger is connected it turns on (fan spin, keyboard lights, on light, WiFi, charging led all light on). And then I get 2 blinks on Caps Lock (bad bios indication) and HP turns off. It indicates battery charging in progress (orange light on battery). But and this is really big BUT It wont turn on if power button is pressed. From my experience even if bios is corrupted power button works.
    So I thought that maybe power button is dead nad bios is also dead. But power button is working its not shorted to ground and it is connecting to ground when pressed. There is 1.3V coming to button. I think I'm the first person to open it because Fingerprint reader cable was still with adhesive tape stuck acros it and man did it hold on to logic board.
    Q6902 was well not attached to logic board correctly meaning it looked like someone lifted it with hammer. Took it off checked it (no short in any direction) and soldered it back on.
    Then I went checking 5/3.3v rails which are created by u6100 (TPS51123). And there is where I think my problem is. So all power rails are there 5v and 3.3 v from buck converter are there and 3.3 and 5v from LDO-s are there (pins 8 and 17) BUT my feedback voltage on pin 2 (feedback from 5 v buck) and power good signals are really really all over the place (3.3 v feedback is spot on 2v). So if I have 2.1V I have no power good signal and pressing power button does nothing. Now if I get 1.7-1.8V I can hear while measuring (and only while measuring with voltmeter) sound of buck converter working and then I get short blink on power button led, power good signal goes to 3.3v and power button is doing its thing. Laptop still shutdowns white 2 caps lock blinks. Resistance to ground for 5v rail is 6.6 k and raising ( I guess caps are slowly charging. But resistance on power good pin is 49-50 ohms? (depending on probe orientation +/-).
    I really have very little experience fixing these things (no point in soldering if your hands shake like crazy) did anyone have this problem.
    And what should be standard resistance on ivy bridge Intel Core i5-3427U on CPU and GPU power line. I think values I measure are too low 2.0 ohm and 2.5 ohms.
