You are Not new Here but so much Threads still with less informations shared.

Exact Resistance to ground in Ohms Please. What is the actual issue of the laptoo? What is the History?

Can be normal. Let's check other things first. Do you have 19V, +3VALW and +5VALW? EC gets his voltage (+3VL)?

Check Diode PD706 for voltage on both sides. if you have 19V on one side but no voltage on the other side, check Ohms to ground on both sides. If no short, replace the Diode PD706.

no voltage left and right also the pd303 resistance to ground of pd706 pin 1 has no resitance pin 2 has 335 kiloohms pin 1 has 19v pin 2 0v

If you have 19V on pu401, then you should have +3VLP output. If not check for low resistance and if not, then replace PU401. 7 ohms on 1.05V rail seems little too low.

the reisistance of PL1 sir is 4 ohms to ground

First things first: do you have the +3VLP on pin 17 of PU401?

Hello, I´m new here and I have to post to be able to start a thread.

Re: no +3alw and no +5valw... It´s weird that sometime, after messing around, on my mb there is +3.3v at the power button but no voltages are present on pl401 and pl402 nor on pin 8 of the bios chip.
To fix this I have to follow these exact steps:
                        1. remove main battery, cmos battery, power adapter from the mb end and from the mains as well (or else no 20vdc on the charging port at times).
                        2. short the cmos socket pins.
                        3. plug the adapter in the mains first, then to charging port.
the +3alw and the +5alw should now be present at the coils. If not, repeat step 2 and short the pins for a bit longer. Press the novo switch to help discharge any residual voltages left.

                        Hope this helps.
