Elitebook 850 G1 "machine is not in committed state"

What are the Brands about?
Which one is for what PC model?

I have a Elitebook 850 G1, with the problem "machine is not in committed state" showing at boot.

But I can login to Bios, and everything looks ok there. And no hardware is changed.

I also updated to latest Bios version.

So I just dont understand why this message shows, how can I get rid of it?

What will this file do?
Will it erase all data for serial, model, sku, and so on?
All that is visible in my Bios and correct as far as I can see.

I have a 850 G1 thats works fine except that message at boot about commitment state... thats what I want to go away.
