need bios dell latitude 3540

i download bios exe file from manufacturer site, but failed to extract it. Can somebody help me to get bios region from bios exe file
Any working tool to extract it??

Fault: boards starts normally but there is no display. 3v 5v ok ram v ok processor volt ok. i thought its bios fault so i downloaded bios exe from site, but failed to extract it ( i want to know how to extract this type bios exe to get bios region.bin file)
