Here`s another official bios for the x360 .Your bios backup had a 08C38 code so i only posted those 2 bios with 08C38.This one is 08313 .Try it, if it doesn`t work your problem is elsewhere, flash your original bios back before further tests.

I only get a flashing leds say every one second on the on-off-switch after I installed both the official 083c8 and 08313 on this same model mobo.

Any suggestion what it could be?

Is there may be a uart serial port for getting debug information from the sio?

post the backup copy of the original bios of the laptop..for the I / O chip bios you will need another programmer ..

bios extracted from the HP site update, the laptop has two bios variants, yours is 083C8
DMI + KEYWIN 220000 - 22103F

try the bios version for your laptop again, if it doesn't work you have another problem.
