Help..need schematic for Hp HQ TRE-71004

I need help..

Hp HQ TRE-71004 no pwer..

upon checking in power switch button i measured 19v dc not 3.3v..
i can't locate the reason why..but when i check in microchip (U300) SMSC MEC1324 pin number 100 in series with resistor the voltage is 3.3v..but still the laptop is not turning on..
