      Checked against bar and gnd, around 3.2 on both end of the resistor but in between the both end its 0

      Is that supposed to happen?

          You measure relative to the ground, that contact goes through a resistor...
          I don't have such a panel at the moment and I can't measure how it should be, you have a working bar on the other side and compare the readings with it.

                    So actually this wasn;t a MB issue at all, I have capped/taped some connection showing in the picture and the voltage and screen is back. I guess the issue is either in scaler PCB somewhere or connection to the half LCD panel itself, can't fix it in that case at home.

                    anyone knows if i keep this that way what to expect?

                      Yes, as I wrote above, this is a problem in the panel, leave it like that, if you are satisfied with the image, there is nothing better you can do.
