This set has lines that seem to radiate from objects on the screen and move with across the screen with objects. If I turn the contrast down about half the lines are not noticeable, but makes no difference on the menu screen. Is this another Samsung panel for the landfill? The former owner tried a T-con board with no change. The voltages seem normal.

Bad Panel, but if you want to verify, TV off, MUTE 1,8,2 power (on a Samsung remote) in that order to get into the service menu.
Find the option that has the Test Patterns and run them, if you see this issue in all of the tests then yes it is a failed panel.

Check Samsung website with your model number and see if there is a firmware update. Sometimes and I have ran into this that some early firmware on these panels do not have test patters that are not accessible with out a laptop connection.
And on some of those if I updated the firmware to the current one they showed up in the OSD service menu.
Turn on Expert and see whats in that menu.
The Visual test (Enabled) I have never seen that work I am not sure what that is.
This is what the test pattersn menu looks like on most Samsungs that have access to it.
SVC is the menu you are looking for.

enabled the expert adj and still no test patterns. I could not find any firmware for this set. Is there any other way to confirm the panel is good or bad? The main board for this isn't cheep. With the contrast set to 60 the picture looks good, no visible lines, except on the menu screen.
