Samsung LA26C450 Not coming on

I have a samsung LA26C450. I power it on the LED flashes about 8 times, NO Backlight at all and voltages are as follows. 5V=5.2V , 13V=12.2V, 24V=25V

If I unplug the main board I get a backlight.

Do I need a new main board?

To verify we need hi res pictures of your PSU and the pinout of your PSU.
First measure PSon, should be more than 2.5v. Then measure BLon . But yep it does sound like a main board problem.
