Byd:sign 32" LCD

I have a 32" LCD here with these strange vertical lines.
The lines move from right to left and back again. If I press menu etc then it looks like things are happening on the screen but it just causes the lines to pause for a while.

Could this be T-Con or panel?

I'm no expert, but if the lines are moving I would lean towards T-con.
