With the new board in place are all your voltages as per shown on the panel. Va, Vs, Ve, etc.
If they are then try the panel self test.

When the tv is on and I can hear sound, the vs and va voltages still don't show up as they should as per the sticker

How do I do a self test mate?

There are Vs and Va adjustment pots on the PSU Mark the original positions and slightly turn them Cw or CCW and bring them up to the spec voltage on the label to see if there is any change.
