I have this problem too on the same Toshiba TV model: Vestel power board 17IPS11 and logic board 17MB95S-1. Previously repeatedly cycling the power got it to work eventually, but not any more. All the capacitors look OK on the power supply but haven't had a chance to get my multimeter out yet. I'm suspecting a faulty logic board, which will probably cost more than a second hand replacement TV... Interested to hear if you ever found a different solution though!

Can report that a new logic board fixed it. Unfortunately the screen got cracked moving house so it's now a write-off, but good to have found the solution to the problem! Thanks all for your help.

Thanks for your message budm. Just tried triggering PS_ON myself with a resistor to 5VSB, then:
24V rail measures 23.4V
12V rail measures 11.8V
5V measures 4.8V
5VSB measures approx 5V
These look OK to me, so seems the problem is outside the PSU?

Changed C7 but ReeceyBurger was right - it didn't fix things. I'm wondering if it might be a logic board problem, given the corrupted video and sound beforehand, but power supply components are cheaper than buying a new board so worth ruling them out first! I guess I should be checking ICS1, ICS4 and Q5 (in pic 2) in terms of transistors?

Hi there,
I've got a Technika LCD 32-270 (aka. M32/57G-GB-FTCU-UK), which is currently stuck in standby. When the power supply is on, it simply lights the red standby LED, and shows no sign of life when I press buttons on the side panel or remote control.
Directly before this happened, the TV picture was replaced by a bright green distorted mess and the sound by loud white noise - this lasted a few seconds before it turned itself off and went to standby. The same thing also happened a few months ago, after which I left it turned off for a number of weeks, and it miraculously...
