I would remove few caps...
First on the list is Sanyo ME-WG 1500uF 16V (guessing), the most distant from inductor, speaking of vrm-in of cpu...
After that, would replace those Panasonics from vrm-out, with recommended (from this site) Sanyo

What CPU was used, what gfx was used ???
This board looks suspicious... Usually you can see groups of capacitors, with group size of at LEAST two caps, this one has groups with group size of ONE capacitor...
If board is OK (no dead components), you'll need VERY GOOD PSU (top-notch) -> search Internet for combination of that mobo and PSU...

How about pumping serial RLC (or RC) circuit with current (current source instead voltage source) ?
How about using PSU which minimize those effects...
Actually forum is a place to say things, and people can take it (or not) for granted , or research it and/or TRY it, but some knowledge is needed...
And you're right about experiment, it should be repeatable, no arguing about that...

Test them again, in known good mobo... Chances are - that they're good no more, after being in that board...
As suggestion, try to poly-mod that board, there's group of 5 vrm-out (put here 4 poly's 820uF or higher) caps and group of 3 vrm-out caps (put here 2 poly 820uF or one size lower)...

- increased consumption -> bad move was done,
- reduced consumption -> right direction (some unwanted effects are reduced)
And for observing single W drop from wall socket, buy yourself Kill'a Watt and try it (unfaithful...

Regarding self resonant frequency, not so. Stumbled on info that for poly's ESL (equivalent serial inductance) is case dependent and fixed /not related to capacitance/ (in same family). Smallest case (8x8) offers smallest ESL -> higher self resonant frequency -> better reaction on transient ->also absorbs transients of higher frequency...
Also smaller capacitance...

- what was recapped (CPU ?, memory ?, chipset ?)
- did board worked before ?

On few boards, I've noticed that +5V rail does make some problems which wont go away with usual troubleshooting (changing PSU, etc...) and caps were of reliable brands :-)), changing one or few caps on +5V rail (near rear USB connector, or PS/2 connector, is best place to start, max 0.5A - really there's no need to have ultra low esr caps there) to higher ESR ones (wild guess /ESR/, can not find info about self-resonant frequency - which is probably real reason for improvements /in this case lower self resonant frequency should help/ or...Last edited by tmiha71; 01-10-2014, 02:25 PM.

For soldering, on every place where current is higher than 0.5A (the only place in PC where current is less than 0.5A is USB :-))...
Could not decide what is better, silver, or copper, got some mixed info, so got mixture of both...
Soldering with this is a real pain...
Sometimes use this tin for desoldering too, but, only, after the upper tin does not work :-))...
Question about those LE poly's...
Do you have information about self-resonant frequency ?

When you had improvements with this low capacitance caps, and higher ESR than original (dead), you should continue to try to poly mod that board :-))...
Keep that capacitance, and lower ESR, something 820uF, or 1000uF from any manufacturer...
Only suggestion :-))... /Accept for to late advice../
Note about PSU caps, usually they're at least one notch better, or at least should be, than mobo caps - they're alone, and sometimes they had to swallow more than...

If board has WOL, chip has to have some connection to 5V-standby, or 3.3V standby...
Possible reason could be lousy power distribution of +5V (presumed, that after power on - standby loads are switched to +5V rail )...
As a first step I would check if ALL caps near USB (rear connectors) and USB headers are in parallel, if answer is YES - than I would serach for MOSFET (or two) near USB [B]headers[/B] - one mosfet leads to +5V rail, other to +5V standby...
