Had the same clicking LG 60PK250 plasma-TV. Symptoms: Three relay clicks in a neverending cycle and stuck on STBY. On the power board VA and VS were missing.

This power board was a later revision EAY60968901 with three power resistors. The power resistors R927-R929 measured just fine 10 ohms each. Checked out most of the caps from the power board, visually no bulging anywhere and ESR readings were good.
